Arrowhead offers a diversified professional and craft labor workforce and extensive experience utilizing direct hire practices and/or assenting to local labor agreements. The company maintains DCAA-Compliant accounting systems, providing the ability to perform firm-fixed
price or cost-reimbursable federal contracts. Arrowhead has the necessary resources to execute projects ranging from straightforward, short-duration engineering and construction efforts to large, complex, multi-year ID/IQ programs requiring dedicated staff, client-specific execution procedures, and custom reporting and administration systems. Our multidisciplinary staff includes engineers and construction professionals, supported by experts in industrial hygiene, construction safety, quality control, health physics, and contract management.

Curt Koutelas is the founder and president of Arrowhead Contracting, Inc. Over the past 30 years, he has forged a company focused on customer service and exceeding client expectations on a daily basis. Arrowhead’s corporate culture of “Today’s Performance Is Tomorrow’s Opportunity” has resulted in continuous company growth and diversification. As a seasoned corporate leader, program/project manager and highly effective communicator, he has a proven record of accomplishments building multi-disciplined technical teams and infrastructure systems in support of complex, multiple/concurrent construction projects across the country. Under Curt’s leadership, Arrowhead boasts an impeccable client satisfaction record, with over 85% of Arrowhead’s revenue resulting from repeat business.
Steve Engley brings over 30 years of industry experience as Arrowhead’s vice president of federal programs and is a principal owner of the firm. In this role, he provides senior managerial supervision to Arrowhead’s federal contracts with clients such as USACE, NOAA, USFWS, US Air Force, USEPA, and FAA. He is a managing partner over two Arrowhead Joint Ventures and serves as the executive sponsor to numerous teaming commitments and federal contract positions. Steve is also responsible for Arrowhead’s corporate business development strategies, bid and proposal development, and marketing programs.
Bryant Kroutch is Arrowhead’s chief operations officer and manages the Homeland Security group. Prior to joining Arrowhead, Bryant worked at two of the nation’s largest engineering/ infrastructure and environmental corporations in various, high level engineering/management capacities. He possesses significant program and project management skills, having participated in over 300 federal and private sector project sites during his diverse, 25+ year career. To underscore his depth of expertise, Bryant has established and implemented management and operational procedures for programs totaling more than half a billion dollars. As an Arrowhead owner and principal, he has been instrumental in developing Arrowhead’s Project Success Framework that is focused on client and stakeholder needs, quality control, and project goals. This recipe for success has resulted in Arrowhead’s commendable ratio of repeat business.
Lamoni Yazzie is Arrowhead’s director of the general construction group. Based in Phoenix, AZ, Lamoni has an extensive history working in the general construction industry. His experience includes the management and oversight of numerous Native American-sponsored projects involving Tribal housing, utility infrastructure, resort upgrades, hospitality, health care and education facilities throughout Indian Country. Lamoni is a graduate of the United States Air Force Academy with a degree in civil engineering and honorably served our country for 6 years. His unique experience with federal contracting, public works, commercial and housing projects, and experience with working with Native American Tribes provides valuable insight toward Arrowhead’s core markets.
Josh Phillips is Arrowhead’s director of the civil and environmental group. Based in Indianola, IA, Josh has an extensive history working in the environmental and civil construction industry for over 20 years. His experience includes the management and oversight of numerous federally funded construction and environmental projects with extensive experience with projects funded by CBP, GSA, USACE, EPA, USFW, NOAA, NPS, and various commercial/industrial clients. Josh is a graduate of Simpson College with a degree in environmental science and biology. His unique experience with federal/commercial contracting, remediation projects, remediation system installations, and civil construction provides our clients with solutions and long lasting relationships.
